With effect from 1 July 2023, entry-level waste management workers will benefit from the new Progressive Wage Model’s (PWM) six-year schedule of sustained wage increase recommendation.
The Government has accepted the Tripartite Cluster for Waste Management’s (TCWM) recommendation to increase the monthly base wage of entry-level waste collection crew starting from S$2,210 in 2023 and progressively increase to S$3,260 in 2028. A mandatory annual PWM bonus for eligible employees that enables employers to better attract and retain workers will also be in force (from January 2024).
What is the Progressive Wage Model?
The Progressive Wage Model (PWM) implemented in 2017 uplifted wages of low-wage workers who are Singapore Citizens or Singapore Permanent Residents (PRs) in targeted sectors through skills upgrading, mapping industry standards, and improvements in productivity. Employers are encouraged to apply the principles of progressive wage for their foreign employees.
The current sectors covered under the Progressive Wage Model (PWM) are the Cleaning, Security, and Landscaping sectors. Further plans will include the Retail (effective 1 September 2022) and Food Services sectors (effective 1 March 2023).
In addition, as announced during the 2021 National Day Rally, the Progressive Wage Model (PWM) will also be extended to in-house workers from September 2022 onwards.
