[Work Pass Alert] Tighter rules on hiring foreign workers

The Ministry of Manpower has recently announced several new regulations during the Budget 2020. The rules for hiring foreign workers will be tightened to sustain business growth for companies and help improve job quality for workers over time. The new changes are reflected below:

Minimum qualifying salary for Employment Pass is:

    • $3,600 per month
    • Older and more experience candidates are paid higher (e.g. an employee with 10 years of experience needs to be paid around $7,000 to qualify for EP)

Minimum qualifying salary for Employment Pass will be raised:

    • $3,900 per month

    • The salary for older and more experienced EP candidates  will be raised in tandem (e.g. an employee with 10 years of experience needs to be paid around $8,000 to qualify for EP)

    • Companies with less than 10 employees

    • Positions paying at least $15,000

The Local Qualifying Salary for a local worker to be counted towards a firm’s S-Pass and Work Permit quota is:

    • $1,300 per month

The Local Qualifying Salary for a local worker to be counted towards a firm’s S-Pass and Work Permit quota is increased to:

    • $1,400 per month

The number of S-Pass holders that companies in the Construction, Marine Shipyard and Process sectors can hire are capped at:

  • 20% of the total workforce

The number of S-Pass holders that companies in the Construction, Marine Shipyard and Process sectors can hire are capped at:

    • 18% of the total workforce
    • 15% of the total workforce
