Covid-19 Vaccination Requirements for Work Passes

When applying for work passes for foreign employees in Singapore, candidates are required to fulfil the vaccination requirements set by the Ministry of Manpower.

To be considered fully Covid-19 vaccinated in Singapore, work pass holders must have already received a complete primary vaccination series and a booster dose within 270 days from the last primary vaccination dose.

Here are some FAQ on Covid-19 vaccination requirements when applying for a work pass for foreign employees in Singapore –

Q: Is having previously contracted COVID-19 sufficient to be considered fully vaccinated for Work Pass applications in Singapore?

No, if have contracted CoVid-19 before but have not been vaccinated, you are not considered fully vaccinated. This is regardless of how many times you have contracted CoVid-19. Hence in order to get your work pass issued, you will need to first be fully vaccinated.

Q: Can I use overseas vaccination certificates to fulfil the vaccination requirement?

Yes, if your overseas vaccination certificate contains a QR code and is digitally verifiable, you can get it verified and ingested to the National Immunisation Registry (NIR) by any Singapore-registered clinic offering this service. This can be done online prior to your arrival in Singapore (if the clinic offers this as an online service). Note the clinic may charge a fee for the time and manpower needed to provide this service and handle the ingestion of records.

Q: What if my overseas vaccination certificate does not have a QR code?

If your vaccination certificate does not contain a QR code (i.e. not digitally verifiable), you will need to visit any Singapore-registered clinic that offers verification and ingestion of overseas vaccination records as a service with your proof of overseas vaccination records and In-Principle Approval (IPA) letter. Note that the vaccination records may take up to 24 hours to be updated in the NIR.

Q: How many doses are required for each vaccine type to meet the vaccination criteria?

The required number of doses will vary depending on the vaccine taken:

Vaccine manufacturer Primary series    One Additional dose taken within
  • CanSinoBIO
  • Janssen
1 dose   150 to 270 days from the last primary series dose.
  • Pfizer/BioNTech
