To ensure that S-Pass holders are comparable in quality to the top one-third of our local Associate Professionals and Technicians (ATP) workforce, Ministry of Manpower (MOM) has introduced the changes to the qualifying salaries and levy over three phases (i.e., 01 September 2022, 01 September 2023, and 01 September 2025) to allow businesses reasonable time to adjust.
The cost of hiring an S Pass holder (which includes both the qualifying salary and levy) will be benchmarked to the top one-third of local APT wages. This ensures that S Pass holders are hired because they fill skills gaps, rather than being hired solely for cost savings compared to local workers.
Older candidates will continue to require a higher salary to qualify.
To ensure that a S-Pass application/renewal qualifies for MOM submission, it is recommended to use the enhanced Self-Assessment Tool (SAT) to determine the candidate’s eligibility before submitting it to MOM.

S-Pass Levy
An S Pass levy is a mandated monthly fee that employers in Singapore must remit to the government for each S Pass holder they employ.

Effective from 1st September 2025, the S Pass levy rates for both Tier 1 and Tier 2 will be standardised at $650 per month. This adjustment aims at simplifying the levy structure, promoting a balanced distribution of the foreign workforce, aligning with efforts to enhance fair employment practices in Singapore.
