Updates on COMPASS by MOM: Awarding Institutions List Updated w.e.f. 01 Jan 2025
Overview
The Complementarity Assessment Framework (COMPASS) is a points-based evaluation system introduced by Ministry of Manpower (MOM) on 01 September 2023 for Employment Pass (EP) applications and on 01 September 2024 for EP renewals. It assesses both candidates and employers based on several criteria, including qualifying salary, qualifications, diversity, and support for local employment.
It is mandatory to submit verification proof during the application or renewal process if qualifications are declared:
- If the awarding institution is listed in MOM’s drop-down list, the authenticity of the degree must be verified.
- If the awarding institution is not listed in MOM’s drop-down list, both the authenticity of the degree and the accreditation status of the awarding institution must be verified. This must be done through an approved background-screening company.
Qualifications that do not earn any points under COMPASS should not be submitted.
What's New
From 01 January 2025, the updated list of awarding institutions (i.e., the 20-points institutions list and the 10-points institutions list) will apply to both EP applications and renewals. This updated list was released by MOM in November 2024.

It should be noted that:
- New institutions have been added to the list of eligible institutions that earn 20 points (e.g., Boston University, Dai Hoc Duy Tan (Duy Tan University), Freie Universität Berlin, etc.).
- Several institutions have been removed from the 20-point institutions list, including KTH Royal Institute of Technology, Mahidol University, and Rice University, among others.
- The professional qualifications list has been significantly expanded to include government agencies such as the Accounting and Corporate Regulatory Authority (ACRA) and the Ministry of Health (MOH) as relevant sector agencies.
